Reports suggest the fire started in a bedroom in the top floor flat of a building in Old Orchard Street, just off Pierrepont Street.
Avon and Somerset Police closed Pierrepont Street from the junction of North Parade, and traffic was stopped from travelling up Manvers Street towards the scene.
A number of fire engines attended the incident, including some from stations in Bristol, and the turntable ladder appliance used on Old Orchard Street to tackle the fire from above.
Smoke from the fire blew across the pitch at the Rec during the Bath Rugby match against Brive.
