Request submitted to turn Keynsham HMO into children’s care home

Bath & North East Somerset Council is being asked to issue a certificate of lawfulness for a proposed children’s care home in Keynsham.

Focus Futures Care, Support & Learning has applied to change 8a The Avenue from a house in multiple occupation (HMO), currently providing supported accommodation for up to six 16 to 21-year-olds, to a children’s home.

There would be a maximum of five children and 24/7 staffing support.

The current use is due to cease on 2nd March. The application says that as the property already meets a lot of the agreed standards for a supported accommodation service, there will not be a significant number of changes required to make the transition to a children’s care home.

Clear policies and procedures in relation to safeguarding and behaviour management will be in place, and the house will operate similarly to a domestic household with shared living, staff and young people eating meals together, and morning and evening routines.

The house has a driveway that can accommodate up to four cars, and the young people and staff will be encouraged to use public transport where possible.

The council is expected to make a decision by mid-April.
