The lorry, with an attached crane, fell into the busy pub while lifting a generator into the development.
Members of the public in the pub were evacuated after hearing a loud bang.
The road has been cordoned off by police and workers from the building site while the scene is investigated.
The vehicle came to rest on the side of the pub. Investigations are expected to take place this afternoon, meaning the road will be blocked until the lorry can be safely removed.
Avon and Somerset Police have confirmed that nobody was injured in the incident, which happened just after 12.30pm.
An operation involving Avon Fire and Rescue is being planned to lift the lorry and crane off of pub and then for structural engineers to assess the damage to the building.
The Council have put in a traffic contingency plan to free up traffic in Lower Borough Walls, which involves filling in roadworks on Hot Bath Street to allow traffic to pass.
