Employers in Bath and Keynsham fined £350k over illegal workers

Two local restaurant businesses and a car wash centre have been fined a total of £350,000 after being found employing illegal workers.

The Home Office has this month (July) released its latest quarterly report on businesses in the UK where illegal workers were encountered.

The report covers civil penalties issued between 1st October 2025 and 31st December 2025.

The list includes Cinnamon Keynsham Limited, which was fined £180,000.

In a separate prosecution this week, Cinnamon’s director Amdadur Rahman has been fined £10,000 by magistrates over hazardous accommodation above the High Street restaurant in a prosecution brought by Bath & North East Somerset Council.

The Home Office list also shows an £80,000 financial penalty imposed on Pack Onn Wong for employing illegal workers at One More Tea in Moorland Road in Oldfield Park.

Brati Hand Car Wash Ltd in Keynsham was ordered to pay £90,000 for using illegal workers at the Hand Car Wash & Valeting Centre on Bristol Road. According to Companies House, an Essex-based liquidator has been appointed, and the company’s accounts are overdue.

At Bath Magistrates’ Court on Wednesday, 29th July, B&NES Council’s case against Amdadur Rahman was proven in his absence.

He had failed to comply with a housing improvement notice issued on 2nd June 2025 to deal with hazards identified at the property under the Housing Act 2004.

Rahman had until 7th September last year to comply with the requirements but failed to do so.

As well as being fined, the 52-year-old must pay a surcharge of £4,000 and council prosecution costs of £1,206.84.

Cinnamon, which has four-star reviews on Tripadvisor, currently has a two-star food hygiene rating.
