Council set to ban off-lead dogs in its cemeteries following incidents

Bath & North East Somerset Council is planning to introduce Public Space Protection Orders (PSPOs) forcing owners to keep their dogs on leads in its cemeteries.

The council says there have been problems with uncontrolled dogs in the cemeteries it owns and that “numerous avenues” – including signage, media coverage and social media campaigns – have proved unsuccessful.

The decision to consult the public on the PSPO proposals has been taken by Councillor Manda Rigby, the cabinet member for communications and community.

The Bath cemeteries concerned are:

  • Locksbrook Cemetery at Upper Bristol Road
  • St Michael’s Cemetery at Lower Weston
  • Smallcombe Cemetery at Widcombe Hill
  • St James Cemetery at Lower Bristol Road
  • Twerton Cemetery in Bellotts Road.

The new ruling would also apply to the council’s Harptree Cemetery in East Harptree.

A council report says: “Cemeteries are places of remembrance and reflection, and it is essential to maintain their sanctity.

“However, issues with uncontrolled dogs off leads, fouling, and disturbances have been reported, causing distress to visitors, council staff and undermining the dignity of these spaces.

“These situations create significant Health & Safety implications and risks, particularly for the council staff working within these areas along with cemetery visitors.

“PSPOs provide local authorities with the legal framework to enforce restrictions that prevent anti-social behaviour in public spaces.”

The report says the initiative aligns with the council’s commitment to enhancing community well-being and maintaining public spaces.
