A successful prosecution by the Council of a Bath restaurant owner who operated a dirty restaurant and breached various food hygiene laws has resulted in a fine of nearly £17,500.
Mr Alvin Uloli operated Hoi Faan Restaurant, 41-42 St. James Parade, Bath and was inspected in October 2012 when the food hygiene breaches, including no hand washing facilities, no hot water and a pest problem were discovered by the Council.
He pleaded guilty to all ten offences dating from Autumn 2012. He was also issued a Prohibition Order at the request of the Council preventing him from any involvement in managing a food business anywhere in the UK.
Councillor David Dixon (Lib-Dem, Oldfield), Cabinet Member for Neighbourhoods, said: “The message resulting from this case is clear. Food businesses must abide by the hygiene standards that are in place to reassure people that food is safe to eat. They are running the risk of a big fine and potentially ending their involvement in the food industry if they think the rules do not apply to them.
“Over the past year, the Council’s Public Protection Team has supported twenty-six of the worst food businesses needing advice on how to improve their food hygiene ratings. Fifteen of these have now improved their rating and others are busy taking action to improve. There is simply no excuse for the conditions found under Mr Uloli’s control.”
There are over 2000 food businesses in the B&NES area and those which are highest risk are regularly inspected to ensure food is prepared under clean and hygienic conditions.

The Hoi Faan is now under new management and has a Food Hygiene rating of ‘4 – Good’.
